I read recently that cycling groups are asking for more bike lanes in Oak Bay. May I suggest Beach Drive.
It is narrow, has parking on both sides and plenty of pedestrians use Willows Park. It would be perfect. Cyclists would love it but motorists wouldn’t. It’s obvious that bike lane planners do not care if vehicles are being impeded.
