The CRD decision to fund armatures to start farming is a guaranteed failure. Farming is a very hard business and those who currently farm know this and are rightfully unimpressed with the CRD's plans. Proof can be found by looking at North Saanich's effort on the Sandown lands in North Saanich.
Five years into the project the only folks who have done well off taxpayers' cash were managers and their associates. Very few of those who tried to make a living off of small plots have come close to even making minimum wages for their efforts. Most likely did not recover their costs. The very hard work required plus the business skills needed to market what they produced was more than they bargained for.
