To me, a very longtime dog owner, the answer to off-leash dogs not being wanted on beaches or in parks is simple.
When UVic closed its lovely off-leash field, dog owners had no place in Saanich to run their dogs. Pop-up parks aren't a solution except for tiny dogs. Dog owners need a large fenced safe area to walk and run their dogs.
I suggest fencing the field at the entrance to Elk/Beaver Lake park, close to the Pat Bay Highway. It is already used by some dog owners. Saanich and the CRD could collaborate on making it a safe place for owners and their dogs.
