LETTER: Oak Bay dump regulations exclude residents without a vehicle

After reading your article about the use of Elgin Dump by non-residents, I wanted to add something that I did not find in the article.

I am an Oak Bay resident, but I do not own a car. Before the pandemic, I could drop off things on foot. That is not allowed anymore.

Now I do have to rent a car to drop off things at Elgin. By default, the rental car does not have an Oak Bay decal. My driver’s licence has my Oak Bay address.

But if the rule (Oak Bay decal on car) is strictly enforced, then I, as an Oak Bay resident, will not be able to use the Elgin Dump, even though I pay property taxes in Oak Bay – just because I don’t own a car. The same applies for elderly people without a car, where relatives from outside Oak Bay drop off things generated in Oak Bay for the Oak Bay residents.

So not having an Oak Bay decal does not mean that the use of the Elgin Dump is not for an Oak Bay resident.

A solution would be to have a certain time during the week for people coming on foot or bicycle, or supplying evidence of Oak Bay residence at the dump.
