To my mind, the solution to the problematic intersection at Beach Drive and Cadboro Bay Road is very simple. Move the stop sign from Beach Drive to Cadboro Bay Road.
Drivers on Cadboro Bay Road have a clear view of traffic on Beach Drive whereas drivers on Beach Drive cannot easily see what is approaching on Cadboro Bay Road. Drivers on Beach Drive could then concentrate and watch for cars coming from Hibbens Close. Yes, it would force drivers on Cadboro to stop but is that such a bad thing?
