My decal expired over a year ago. I have visited the ‘dump’ maybe a half dozen times since and only three times did staff advise me of the need for a new decal, and each time they were too busy to get me.
One time I was told it was the lunch hour and come back later. Seems to me stricter enforcement of the existing rules is all that’s required here. I remain ‘decal less’ in Oak Bay!
