LETTER: Saanich group shows the power of community advocacy

Save Our Saanich played key role in opposition to Quadra McKenzie Plan and alternative approval process

This is in response to Nancy Di Castri’s letter, 'Saanich residents' vocal opposition drowns out voice of lobbyists'.

I commend the articulate and passionate civic engagement of Saanich residents, as demonstrated by Save Our Saanich (SOS). Far from being “confused” or “misinformed,” as suggested by Wim Owe, our community has shown remarkable intelligence and coherence in opposing the Quadra McKenzie Plan, and the recent alternative approval process (AAP) for borrowing $150 million without voter consent. Their well-researched arguments reflect a commitment to preserving Saanich’s character and ensuring development serves the public interest. 

As a councillor, I have consistently advocated for transparency and accountability. I am not developer-funded. I have actively called out undue influence attempting to influence our processes. For years, I pushed for a voting dashboard, a lobby register, and the recording of meetings with outside interest groups to ensure openness in how council and staff interact with development industry representatives and lobby groups, who often seek reductions in charges without paying their fair share of development. After seven years, we finally have a voting dashboard, but it is in real time and lacks a historical record. My efforts to establish a lobby register were defeated and referred to strategic planning. I understand how some residents feel unheard, ignored and muzzled. Last term, my microphone was turned off at times when I disagreed with the majority. These actions, as documented in the Saanich News, underscore the challenges of championing transparency. 

I am deeply grateful to SOS for revitalizing Saanich’s tradition of civic engagement, rising like a phoenix from the ashes. 

Saanich will not take a back seat while the development industry drives us into an unsustainable future. I have opposed the provincial legislation and the surrender (one year ahead of the provincial deadline) of our municipal authority and will continue to fight for people, planet and place over profit.

Di Castri’s point about the low voter turnout – 30% of Saanich residents, with only 16.2% allegedly supporting pro-development policies – highlights the lack of a clear mandate for projects like the Quadra McKenzie Plan. If such plans had been central to any council or mayoral campaign, the electoral outcome would likely have been different. Saanich residents deserve a council that listens to their voices. I will continue to support measures that strengthen democracy, including robust public participation and transparent governance. Thank you, SOS, for reminding us of the power of community advocacy.
