Appropriating housing planned, proposed, zoned, and approved with the understanding it would serve as long-term dwellings for local residents and repurposing it as short-term rentals on the down-low is not “playing by the rules.”
It is unethical, dishonest, antisocial, predatory behaviour. Claiming you have “played by the rules” when you have clearly bent them to your own unfair advantage is as dishonest as, if not more than, defrauding your community in the first place.
