Driver avoids charges in fatal 2023 Oak Bay crash

Municipal employee Steven Seekins was struck and killed by a vehicle, leaving behind his wife and two kids

The BC Prosecution Service (BCPS) confirmed on Thursday, July 25 that criminal charges will not be laid against the senior driver that struck and killed Oak Bay municipal worker Steven Seekins on May 17, 2023.

The crash occurred around 8 a.m. when a 66-year-old woman driving a black SUV, heading northbound on Monterey Avenue, struck the 52-year-old Seekins while he was inspecting a manhole cover in a construction zone near Bowker Creek Park. 

Both the Oak Bay and the Saanich police departments investigated the collision. In January 2024, a report to Crown counsel was forwarded to the BCPS.

The report and medical evidence indicated the driver suffered a medical episode while driving. Because of this, BCPS has confirmed that no criminal charges will be laid as the charge assessment standard was not met.

Seekins' family has been notified of the decision.
