Saanich approves rezoning for 3-storey development on Quadra Street

Saanich council unanimously approved a rezoning application for 4079 Quadra St., just north of McKenzie Avenue, paving the way for a three-storey, mixed-use building that will house dental offices and four rental apartments.

The 1,369-square-metre triangular property, formerly a gas station, received a certificate of compliance in 2008 for site remediation and contamination cleanup, which remains valid.

The site is currently zoned C-9 (Local Service Station) and is set to be rezoned to C-4 (Office and Apartment), pending formal approval.

Coun. Nathalie Chambers, who put forward the motion at the council meeting on Dec. 2, mentioned being “in very big support” of the project which she believes will “be a great addition to the neighbourhood.”

The applicant R.W. Wall Contracting pledged to provide a $10,000 community amenity contribution to the Saanich Affordable Housing Fund.

All four residential units will be rentals for at least 10 years, according to the staff report. 

Though Coun. Colin Plant supported the motion, he requested staff to ask the developers to consider extending the rental covenant, potentially making it permanent.

“I appreciate that this is going to likely make some more opportunities to make more for medical practices in Saanich,” said Plant.
