I recently received my latest Saanich utility bill (for a typical house with a 19mm water connection), and I note a 236% increase in the fixed rates for the Saanich water and sewer connections, compared to 2024.
This is but the first year of the fixed rate increase, driven by the desire to change the revenue model from 90/10 for consumption/fixed to 50/50. In a few years, the fixed rates will likely go up by around 800% (over 2024 rates) to achieve this. When council voted in October 2024 to approve this change, they were told by staff that the change to the revenue model would have a net-zero impact on taxpayers. Clearly, this is not the case.
